During this B-Billet tour he served as the Security Forces Academics Officer and Close Quarters Battle (CQB) Officer-In-Charge. In his position as CQB OIC, Major Carroll instructed the Recapture Tactics Teams of the Navy Strategic Weapons Facilities, and all of the Fleet Anti-Terrorism Security Team (FAST) Platoons on advanced marksmanship and urban combative tactics in preparation for global contingencies, overseas deployments, and in support of Operation Iraqi Freedom.
